A well-prepared file is the difference between a smooth application and months of back-and-forth. Here is the usual sequence for the residential route, and the documents you will need.
Step 1 – Choose a qualifying new home (weeks 1–4)
Shortlist new homes from developers with a price of at least €300,000 excluding VAT. Appoint your own independent lawyer to check the permits, the land title, any mortgage on the land and the contract.
Step 2 – Sign and pay (weeks 3–8)
Sign the sale contract and pay at least €300,000 (excluding VAT) from abroad. Keep all bank transfer confirmations. Your lawyer deposits the contract at the Land Registry, which also protects you as a buyer.
Step 3 – Prepare the documents (in parallel)
- Valid passports for every applicant, and the main applicant’s CV.
- Criminal record certificates from your country of origin and of residence, for adults.
- Marriage and birth certificates.
- Proof of income: tax returns or an accountant’s certificate, plus bank statements.
- Health insurance covering inpatient and outpatient care for every person.
- A declaration that you will not take up employment in Cyprus.
- The sale contract, Land Registry deposit and proof that the funds came from abroad.
Foreign public documents must be certified, usually with an apostille or consular legalisation, and translated into Greek or English by a certified translator. Start early, because criminal record certificates and apostilles can take weeks.
Step 4 – Submit the application
The application (form MIP2) is submitted to the Civil Registry and Migration Department, usually by your lawyer. The fee is €500. Separate applications are needed for adult children who are students.
Step 5 – Decision (about 2 months, sometimes longer)
The Migration Department estimates about two months to decide on a complete application. In practice it can take longer, depending on how complete the file is and on the department’s workload.
Step 6 – Biometrics and residence card
After approval, each family member visits the Migration Department for biometrics and receives a residence card. People who do not yet have one also need an alien registration certificate, at €70 each.
Typical timeline
- Choosing the home and due diligence: 2–6 weeks
- Contract, payment and Land Registry deposit: 2–4 weeks
- Collecting and certifying documents: 4–8 weeks (in parallel)
- Decision after submission: about 2 months, sometimes longer
After approval
Each year you confirm that you still have the income, and insurance if you are not covered by GeSY. Adults provide new criminal record certificates every three years. Your family must not stay outside Cyprus for more than two years in a row.
