Permanent residency, citizenship or a temporary permit? The differences in Cyprus

What a Cyprus permanent residence permit gives you – and what it does not. A clear comparison with citizenship and the temporary “visitor” permit.

“Golden visa”, “residency”, “passport” – the terms are often mixed up in advertising. If you plan to move to Cyprus, knowing the difference protects you from false expectations. Here is a plain comparison.

Permanent residence permit (investment route)

Obtained through an investment of at least €300,000 + VAT, for example a new home from a developer, together with a secured income from abroad.

  • You get: the right to live in Cyprus with your family, without yearly renewals. The residence card is renewed periodically.
  • Conditions: keep the investment, confirm your income and insurance each year, and do not stay away from Cyprus for more than two years in a row.
  • You do not get: citizenship, a Cyprus passport, the right to work as an employee in Cyprus, or visa-free travel in the Schengen area.

Citizenship

The citizenship-by-investment programme was abolished in 2020. Today, citizenship can only be obtained through naturalisation, which requires years of legal residence and physical presence, knowledge of Greek and other conditions set by law. Owning a home or holding permanent residency does not make you a citizen automatically. If citizenship is your long-term goal, plan for the residence and language requirements from the start.

Temporary residence permit (“visitor”, Category F)

Non-EU nationals who want to live in Cyprus without working can apply for a temporary permit if they have a secure income from abroad. One guide gives the threshold as about €9,568 a year, plus €4,613 per dependant. It must be renewed every year and requires health insurance and accommodation, which can be rented. It is a simpler, cheaper route, but it does not give the stability of a permanent permit.

Comparison at a glance

  • Permanent residency: investment of €300,000 + VAT. Permanent, no yearly renewal. Not citizenship, not Schengen.
  • Temporary “visitor” permit: income only, no investment needed. Renewed yearly. No work allowed.
  • Citizenship: only by naturalisation, after years of legal residence and other conditions.

What about Schengen?

Cyprus is an EU member state, but it is not yet a full member of the Schengen area. A Cyprus residence permit alone does not give visa-free travel to Schengen countries. Check the rules for your nationality before you travel.

Which one is right for you?

If you want long-term security for your family and an asset that can earn rental income, permanent residency through a new home is usually the strongest option. If you want to test life in Cyprus first, a temporary permit may be a good start. An independent lawyer can confirm which route fits your nationality, income and plans.

This article is general information, not legal advice. Residency and citizenship decisions are made by the Republic of Cyprus, and the rules can change. Confirm your situation with an independent Cyprus lawyer.
